Malagasy Diaspora: Translucent but Palpable in Its Engagement

In this second decade of the Millennium, and in the globalization context, Malagasy Diaspora or Madagascar’s children also outline the International migration history. However, its number cannot be determined yet and its profile remains unidentified. This makes it be qualified as translucent for both of origin and host countries. Many studies give different figures which are approximately 140 000 people by the Forum of International solidarity from migration known as FORIM (Forum des Organisations de Solidarité Internationale issues des Migrations) in 2016 and 169 984 people by the United Nations Department of Economic and Social Affairs (UNDESA) in 2015. Besides, only 9091 Malagasy nationals have been recorded in the Embassies or the Consulates of the Republic of Madagascar. However, as most of its members are skilled or semi-skilled migrants, this potentiality of human resources which composed the Malagasy Diaspora can be a lever to the country’s socio-economic development. Besides, despite their translucency, their activities always make headlines in news with a huge and palpable outcome. The Malagasy Diaspora, individually or within associative initiatives, is very dynamic in social and financial remittances in favour of their compatriots in Madagascar but it has been made in a non-governmental framework. Thus, in order to adopt the globalization concept of harnessing Diaspora’s potential and in response to the Diaspora’s wish to contribute to the country's development, the President of the Republic of Madagascar has decided to include the Malagasy Diaspora into the Government policy for the Diaspora’s engagement. By doing so, the Directorate for the Diaspora under the supervision of the Directorate General for Economic Promotion and the Diaspora has been created within the Ministry of Foreign Affairs in 2015. Since then, assistance and protection of Malagasy diaspora would be guaranteed and cooperation between the Malagasy Diaspora and the Government would be established which is for the common goal: the country’s development.
