In recent years, early powerplants worldwide have successfully fulfilled their historical mission and transitioned into the phase of decommissioning and environmental governance. A significant number of decommissioning projects in China are on the verge of implementation, highlighting the importance of accurate cost estimation for national planning initiatives. Decommissioning projects possess distinct characteristics compared to general engineering projects encompassing numerous unforeseen challenges that amplify task complexity and difficulty. Given this scenario, a more constructive approach to estimating decommissioning costs is imperative, particularly considering relatively controllable and fixed personnel expenses. Within this context, this paper presents an initial framework for an adaptable data model incorporating personnel-related cost items based on the cost calculation method employed in existing retirement projects in China, including management costs, material costs, wages and labor costs and other project costs, while also provides suggestions and prospects at the end of the study.
