Study on the Construction of a Pre-settlement Management Platform Under the Background of Digital Transformation

The engineering costs verification for pre-settlement is a critical component within the entire process of cost management, being decisive for accurately determining the amount of project settlements. In practical, such examination and verification work is often intricate and time-consuming, requiring substantial human resources, and its accuracy can be difficult to guarantee due to its over-reliance on the professional skills of cost engineers. In the current context of digital transformation, promoting the information, digitalization, and intelligentization of engineering costs examination and has become an urgent issue to address. Thus, this paper outlines the workflow and content of the engineering costs verification for pre-settlement, analyzes the problems existing in the current traditional methods, and constructs a Pre Settlement Management Platform. And then, the paper also delineates the overall framework of the platform, and elaborately explains the specific functions and implementation methods of the platoon’s four-tier structure (data layer, logic layer, application layer, and user interface layer), and further provides suggestions for its subsequent application expansion. This paper is with the aim to serve as a reference and guide for the actual construction and application of a Pre-Settlement Management Platform.
