In this chapter the author addresses the compartmentalized jurisdiction-related issues. In light of the earlier analysis of the issue of structural (in)stability, we shall in this chapter leave aside the relationship between primary-level government and the construction of social institutions, and focus instead on the rivalry between primary-level government as a body with its own objectives, interests and agency, and other forces in the country and the society. The discussion will revolve around one basic question: have the actions primary-level government engages in expanded the base of state power, or prevented state power from making inroads, while expanding its own power?
