MEA Fintech Regulatory Landscape

Digital technological advancements of the fourth industrial revolution are transforming businesses and creating new sub-sectors with the “tech” suffix. Fintechs leverage digital technologies to produce customer-centric products using alternative business models, challenging incumbents and financial sector regulators. The financial technology (fintech) industry has experienced remarkable growth in emerging markets, including the Middle East and Africa. However, the regulatory landscape governing fintech companies in these regions remains fragmented and uneven. This chapter comprehensively reviews fintech regulations in the Middle East and Africa. It addresses why fintechs are regulated and presents the historical basis for financial services regulation and its extension to fintechs. Using secondary data sources from the World Bank global fintech-enabling regulations database and Global Findex, the chapter comprehensively reviews fintech regulations in the Middle East and Africa, highlighting key trends, challenges, and opportunities. By synthesizing the latest academic and industry literature, the chapter aims to contribute to understanding the regulatory environment shaping fintech development in these markets.
