This chapter proposes a more balanced scheme for regulating game Mods. It first traces the historical debate on the legality of game Mods, showing that existing law and terms of service cannot effectively address game Mods. Then it examines the rights of players regarding their modified games in terms of potential social benefit and harm, arguing that game Mods are shaped by not only legal but also economic and social factors, all of which should be taken into account when designing a new systematic framework to assess the issue. The chapter proposes a two-pronged solution—a modding right scheme and a community-based approach—to the modding problem, seeking to better balance the respective rights and obligations of game developers and players.
