Shifting Sands and Rising Seas: An Exploratory Study of Community-Centric Nature-Based Solutions for Coastal Hazards and Coastal Erosion in Alappad, Kerala, India

Coastal areas are on the frontline of climate change, facing alarming sea level rise, with communities in developing countries being particularly vulnerable. In India, erosion mitigation measures primarily involve structural projects implemented by the government. A case study was conducted in Alappad, a community severely affected by the 2004 Indian Ocean Tsunami, where coastal erosion is now a considerable challenge. The multifaceted impacts of coastal erosion were investigated through a qualitative social study involving interviews with various stakeholders using participatory action research. The study aimed to understand the structural and non-structural mitigation measures implemented since 2004, assess their effectiveness, and explore the potential for hybrid solutions that incorporate more nature-based approaches. Scientific literature indicates that an integrated approach, combining structural and nature-based strategies, effectively mitigates coastal erosion. The findings highlight the severe impact of erosion on local livelihoods and the community’s survival. The community regarded existing structural and non-structural mitigation solutions positively. As a result, a design integrating the strengths of both structural and nature-based elements is proposed. It consists of three layers: a TetraPOT-Mangrove defence on the absolute coastline, followed by a coconet-vetiver system for sand dune rehabilitation, and a bio-shield made of native tree species. This community-centric mitigation strategy is likely to safeguard Alappad’s coastline and provide capacity-building opportunities. A stepwise implementation plan is recommended to ensure its sustainability.
