The culture of IPRs is a form of legal culture characterised by inclusiveness, openness, and multidimensionality, as well as a private law culture rooted in individualism, the spirit of free will, and the pursuit of rationality. The term “IPRs culture” has both a narrow meaning, referring to conceptual and institutional cultures, and a broader sense, referring to cultures at the ideological level. According to Lee S. Weinberg and Judith W. Weinberg, legal culture reflects the will of the public in terms of attitudes, beliefs, evaluations, perceptions and expectations towards legal systems and legal authorities.
