An IPRs regime constitutes a vital component of a government’s public policy. It protects legitimate IPRs and promotes the advancement of human knowledge. In the modern era, the UK and US governments have formulated and implemented IP policies effectively, whereas developing countries, in general, are confronted with the challenge of developing their own IPRs regimes capable of performing within the framework of the international trade system and also yielding the highest net benefits for their nations. Over the past century, IP legislation in China has undergone a transition from passive transplantation of Western experiences to indigenous innovation.
