Risks Dimensions of IPRs Regimes

In the context of risk discourse, an IPRs regime represents both a “paragon of institutional civilisation” and potential institutional risks—primarily “endogenous” risks inherent in the IPRs regime, such as cultural risks, ecological risks, genetic technology risks, and cyber risks. It has therefore become a shared mission of the international IP community to address the congenial deficiencies and laten crises within the current legal framework and IP order by enhancing risk awareness, strengthening the capacity to identify risks, and building risk-management mechanisms.
