Project Delay is a severe problem that can be detrimental to the owner of the work and the contractor. This delay causes increased cost oversight, delayed utilization, and high-cost requirements due to inefficient implementation time. Therefore, an appropriate delay-handling strategy must be developed to mitigate each risk factor and obtain effective handling. This study uses a hybrid house of risk method with Fuzzy Logic. The house of risk method determines and manages risk priority strategies, while fuzzy logic is used to decide assessments objectively. This study produces several factors that influence project delays, namely increasing the price of bulk asphalt, the process of sending asphalt material from the supplier to the location not matching the specified time (late), late employee salaries, material production costs during the project, late delivery of materials from suppliers to field projects, supplier difficulties in purchasing materials, delays in project work in the field, suppliers delaying material delivery, and shortages of employees. This study successfully obtained the right strategy in overcoming project delays by obtaining the dominant causes of delays and the main steps that can be taken to handle the delays. The right strategy to mitigate these problems is to increase financial capacity, complete payments to suppliers, use the proper implementation method, complete payments to employees, increase the number of employees, and increase working hours.
