Transportation problems are always faced by developing countries such as Indonesia both in the field of urban transportation and in urban areas. The development of traffic volume will lead to changes in traffic behavior. Many changes in traffic behavior today compared to 1997, it is caused by various factors including the percentage of the number of vehicles and the behavior of vehicle drivers who tend to use speeds above the average. Changes in emp values due to changes in traffic characteristics affect the policies taken to increase road capacity today. The use of emp values in MKJI 1997 to calculate the performance of road sections certainly cannot represent real conditions due to the many changes in characteristics from 1997 to the present. So far, many studies have been conducted to obtain emp values. The method used to determine driver characteristics or vehicle speed by conducting spot speed surveys. Dr. Ir. Soekarno Road is an urban road located in East Surabaya area. The Dr. Ir. Soekarno road section is very representative of the many roads in Surabaya, so that the Dr. Ir. Soekarno road section can be used as a research location to get the value of vehicle speed under current conditions. The results obtained from the calculation of vehicle speed by com-paring the vehicle speed in actual conditions are 2%-15% greater than the vehicle speed based on PKJI 2023.
