Stakeholder Involvement in Land Value Capture (LVC) Implementation: A Review of Research Methods and Content

Land Value Capture (LVC) is a financial instrument numerous governments use to mobilize capital for infrastructure development. It helps governments overcome financial constraints and provide efficient and effective infrastructure projects. Implementing the LVC mechanism involves many stakeholders, each with its interests and perspectives. One of the key factors contributing to the success of LVC implementation is the effective engagement with relevant stakeholders. This study aimed to map and analyze the research methods and content employed in previous studies on stakeholder involvement in LVC. This study examined 30 studies on stakeholder involvement in LVC over the last five years. The research found that negotiation was the most extensively researched factor influencing effective LVC outcomes. Secondary qualitative methods, mainly interviews, were the most used. According to the results, future studies should concentrate on all four elements at the same time and examine how much and in what ways those elements affect the implementation of LVC.
