Optimizing Workforce Efficiency in Construction Using Full Leveling: A Case Study of a Subdistrict Office Building Project

Optimization in construction projects aims to ensure the efficient utilization of all available resources, with human resources being one of the most critical factors. The construction of the Bubutan Subdistrict office building in Surabaya faced inefficiencies in labor resource allocation, necessitating a more balanced distribution. To address this, the full leveling method was implemented, which ensures that the daily workforce allocation reaches the maximum capacity available from the supplier. Upon task completion, resources are seamlessly reallocated to subsequent tasks, minimizing idle labor. The results of this study indicate that applying the full leveling method does not alter the overall project completion timeline but significantly optimizes the human resources required. Specifically, the number of head labor was reduced from 199 to 160, labor from 241 to 235, and labor assistant from 284 to 253.
