Higher education serves as a foundation for sustainability and the circular economy. In this way, the commitment of higher education institutions (HEIs) to the sustainability agenda defines the future success of these concepts when university graduates complete their studies, join the workforce, and begin to implement what they have learned in the daily operations of companies and organizations. The current study attempts to characterize such commitment through a comparative analysis of the strategic statements of HEIs belonging to ASEAN (Association of South East Asian Nations), GCC (Gulf Cooperation Council), and MERCOSUR (Southern Common Market). The research aligns institutional missions, visions, goals, and values with the Sustainable Development Goals (SDGs) formulated by the United Nations (UN) through content analysis. The study is based on the sample of 197 HEIs representing the given regional associations. Similar research from 2020–2021 also enables the tracking of change dynamics. The research reveals that in 27%, 45%, and 38% of cases, the strategic statements of ASEAN, GCC, and MERCOSUR HEIs align with at least one SDG. SDGs 3, 13, 14, and 16 are mostly overlooked by the studied institutions. In all studied regions, SDGs 4, 8, and 9 are the primary focus of the HEIs. The overall growth of commitment to sustainability agenda for ASEAN and GCC institutions within 2020–2024 is positive.
