Analysis of Internet Policy Suggestion-Type Political Participation

This chapter analyzes the political participation of online policy suggestions and recommendations. This refers to Internet users expressing their demands and offering policy suggestions to the government and its officials through online platforms. The chapter examines the participants of the “E-government Square” on People’s Daily Online, the types of proposals within the platform, and the impact of these proposals on the government’s agenda. It finds that political participation involving online policy suggestions and recommendations is conducive to promoting the legitimacy of public decision-making, facilitating communication among diverse interest groups, and fostering the development of deliberative democracy. However, there are limitations to this form of participation: the effectiveness of online policy suggestions and recommendations is limited, and it represents the opinions of only a portion of Internet users. The government should incorporate mechanisms for the political participation involving online policy suggestions and recommendations into its working regulations.
