This chapter explores ASEAN’s role as a partner in non-traditional security cooperation, focusing on its resilience in disaster management and efforts to combat cybercrime. First, ASEAN is analyzed as a region prone to natural disasters but highly resilient. Frequent occurrences of typhoons, earthquakes, and floods have led ASEAN countries to strengthen regional disaster response mechanisms. Through initiatives such as the ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) and cooperation with China, ASEAN has improved disaster preparedness, response, and recovery capabilities. Second, ASEAN is examined as a region facing a high incidence of cybercrime. As digitalization accelerates, cybersecurity threats such as hacking, online fraud, and data breaches pose significant challenges. ASEAN countries have been working closely with China and international partners to enhance cybersecurity governance, law enforcement cooperation, and capacity-building initiatives. By analyzing these aspects, this chapter highlights ASEAN’s proactive approach to addressing non-traditional security threats and its growing collaboration with China to ensure regional stability and security.
