In China, traffic congestion and safety concerns near schools pose significant challenges for urban management, particularly in medium-sized cities like Xianning. Many parents, apprehensive about their children’s safety, opt to drive them to school, exacerbating traffic issues, increasing air pollution, and leading to considerable time wastage. However, financial constraints and the absence of national directives make it difficult for local governments to implement effective interventions. Addressing this issue requires a holistic, child-friendly, and collaborative approach that integrates urban planning, community participation, and institutional cooperation across multiple departments, including education, transportation, and law enforcement. Additionally, fostering behavioral change through awareness programs for parents, students, and local residents is critical to ensuring long-term success. In order to promote shared mobility solutions, safe zones, and better road infrastructure surrounding schools, this study investigates a novel “Collaborative Construction and Sharing” model that is specifically designed for Xianning. This strategy seeks to make school transportation safer, more sustainable, and more accessible by utilizing neighborhood resources and involving stakeholders. The results offer scalable and flexible solutions for child-friendly urban mobility, which is helpful for other medium-sized cities dealing with comparable issues. This initiative is related to SDGs 3, 4, 5, 11, 13, 15, and 16.
