Smart Cities in the Transformation Process for Sustainable Development: Opportunities and Challenges of Bhubaneswar in India

The shift of the rural population to the urban areas makes the policy makers to think about the concept of smart cities. The policy makers of our country recently committed towards the construction and development of hundred numbers of smart cities to meet the needs of rapidly growing urban population. This includes the construction of new municipalities and renovating the existing cities to cope-up with the rising population of the rural areas, which are in a mood to shift into the urban areas. The concept of smart cities includes smart infrastructure, smart operations, and smart people. Smart infrastructure includes wireless city, smart home and transportation, smart and prompt medical facilities, and also environmentally friendly free green city. For a smart city, government and public both have key roles. Role of government mainly includes well-planned streets and public spaces, information and communication technology development, waste management system, well organised disaster management system, efficiently utilising the energy resources, adoptive rules, etc. Similarly, public has to make their mind set to properly maintain the infrastructure provided by the government and also follow the principles and policies made by the government to make their city smart. The challenges of the smart cities include rearranging the existing city infrastructure to make it smart, arrange funds, three-tier governance, making an appropriate master plan and making available reliable utility services.
