Assessment of Level of Service Under Mixed Traffic Condition—A Case Study

The term LOS is a qualitative metric employed to define the quality of vehicular traffic service. The LOS criteria as defined in the Highway Capacity Manual (HCM) are based on developed nations which serves as caveat to implement them in developing nations like India. Mixed traffic flows are highly multifaceted and available models can’t properly predict the flow, especially in urban roads. Level of service for heterogeneous traffic has not been properly defined for the Indian context. Although Indo-HCM discusses few guidelines regarding calculation of LOS, when taken at a microscopic and localized region, the traffic flow condition and vehicle behavior are different. The study aims to assess the LOS in mixed traffic conditions on midblock sections in smart city in India. The main purpose of the study is to develop a methodology based on road characteristics, average speed and volume to capacity ratio to accurately estimate LOS for smart cities, since they are more prevalent in India. Data has been collected using videography surveys and extracted using various video editing software. Analysis revealed that maximum number of vehicles were traveling in 25–30 kmph range. The average speed of vehicles and V/C ratio has been used to assess the LOS in the study location. Findings reveal that less V/C ratio doesn’t always mean more average speed since pavement characteristics also play an important role and should be included for LOS determination.
