Addressing Plastic Pollution and the Process of Building an Effective International Regime: From Global to Local Experiences in Brazil and Egypt

Plastic pollution is a global and serious problem which requires an urgent response involving different actors at different levels. Plastic accounts for 85% of all marine litter and the global plastic waste is heading for an irreversible point. The main question of this chapter is how has been the cooperation between countries to build an international regime for banning plastic? We will analyze the international regime for banning plastic pollution negotiations and the experience of local situations for plastic banning procedures in two countries: Egypt and Brazil. We identified the proposal from the United Nations Environmental Agency (UNEA), that pretends to establish a new global agreement to reduce the plastic pollution in a gradual way. The theoretical framework used in this research is based on Young (2000) about the effectiveness and efficiency of international regimes, and Breitmeier; Underdal and Young (2011) about effectiveness metric of environmental regimes. The new international regime on plastic pollution will reinforce the local strategies to preserve the environment safely from this pollution. The methodology implemented is bibliographic and documentary, analyzing the specific cases of the two countries in a comparative perspective. The experiences from Egypt and Brazil have demonstrated that there is a new paradigm that belongs to a new environment protection logic, where the local projects have influence over the global environmental politics.
