Entering a new era, the construction of graduate schools in our country’s universities should be on the path to excellence, and there should be a large number of high-level graduate schools to help build a strong country in graduate education. In 2022, the report of the 20th National Congress of the Party pointed out that we must adhere to the principle that science and technology are the primary productive forces, talent is the primary resource, and innovation is the primary driving force. We must deeply implement the strategies of rejuvenating the country through science and education, strengthening the country through talent, and driving development through innovation, opening up new fields and tracks for development, and constantly shaping new momentum and advantages for development [1]. It is both in line with the trend of the times and challenging to scientifically, rationally, objectively, and effectively select high-level graduate schools. This chapter builds an indicator system that represents the characteristics of high-level graduate schools and reflects the high-quality development of graduate schools based on the connotation of high-level graduate schools, plays a guiding role in evaluation and selection, and provides decision-making reference for universities to build high-level graduate schools and promote the construction of “double first-class” institutions.
