Digital and AI-Empowered Maintaining of Regional Infrastructures Integrally

The infrastructure digitalization was mainly focused on identifying the operational state of a single facility via varied types of data collected. The overall spatial land system on which the infrastructures are located is insufficiently modeled and investigated. Therefore, the systematic digital management of the life cycle of the infrastructures, including the planning, construction, operation, and management phases, is limited. These facts result in three main issues in infrastructure operation and maintenance: (1) It is difficult to integrate spatial, operational, maintenance, and management data in an integrated manner; (2) The information barriers between multiple management entities lead to the misalignment between the risk identification and subsequent management response; (3) The uncertainty of the management process exacerbates public distrust of infrastructure security. In this study, a national spatial management framework is developed to overcome the mentioned issues, where the infrastructure information is incorporated. The theory of holistic management is adopted to systematically summarize the problems in intelligent management throughout the entire lifecycle of infrastructure from three aspects: integration mechanism, coordination mechanism, and trust mechanism. On this basis, the key issues of how digital information in infrastructure can be integrated into the national spatial management system are addressed. The emerging artificial intelligence techniques, including multi-source data fusion, application-driven perception, and digital collaborative management, are integrated to develop digital empowerment of infrastructure a comprehensive management.
