The East Surabaya area is an industrial and office center, so many community activities go to and from that area. During rush hour, there will be a buildup of traffic flow due to moving together at one time, especially on the roads in the East Surabaya area due to high community activity. Based on this, it is necessary to research to map the road sections that experience congestion so that motorists can choose other roads to avoid traffic jams. The method used is level of service (LOS) mapping based on the results of the ratio between volume and capacity using the MKJI 1997 method. The results show that most roads in the East Surabaya area during peak hours are classified in category C. However, several roads have the worst level of service (LOS) value in category F, so it can be ascertained that there will be traffic jams, namely on Panjang Jiwo St. Direction 1, Kendangsari Industri St. Direction 1, and Rungkut Industri Raya St. (1). The road segment with the best level of service (LOS) value in category A is Panjang Jiwo Permai St. Direction 2.
