Investigating Responsibilities of Project Parties Based on Various Delay Analysis Techniques

Delays in a project may occur due to negligence of one or more parties involved in the project. The impact of this delay can be detrimental to the parties involved, so an analysis is needed to determine the extent of each party's responsibility for the delay. While various delay analysis techniques are available, differences are often found in their usage, mechanisms, and factors that can influence the results. This research aims to apply seven delay analysis techniques to a case study of a Multi Purposes Building project at Semarang to learn how different approach will have different results and responsibilities of different parties. The seven analyses include As-Planned vs As-Built Analysis, Time Impact Analysis, Impacted As-Planned Analysis, As-Planned but For Analysis, Collapsed As-Built Analysis, Time Slice Analysis, and Retrospective Longest Path Analysis. The research collected the necessary data through interviews and direct observations and then applied the seven delay analysis techniques. Six out of the seven analyses yielded the same results, while one, As-Planned vs As-Built Analysis, showed different results from the others. As-Planned vs As-Built Analysis was chosen as the most appropriate delay analysis technique for the case study due to its easy application, and the results were considered fair to both responsible parties. The study also analyzed the claims that could be made by the affected parties due to the delay.
