Route Scenario of Road-Based Mass Transit (BRT) System Development in Jember Urban Area, East Java

Jember is one of the largest educational areas in East Java. The number of education centers, ranging from elementary schools to universities, causes high community mobility. This needs to be supported by the implementation of mass transit. The urban area of Jember also has the potential node between terminals and stations that are still poorly integrated. Currently, mass transit in the Jember urban area has various problems in terms of both service and implementation. Therefore, developing a road-based mass transit system with bus rapid transit (BRT) is necessary. Mass transit system development is done by planning BRT route scenarios in the Jember urban area. The BRT route plan was analyzed using the Furness method based on community movement with an origin and destination matrix (ODM or MAT). The preparation of the route scenario plan is based on the Directorate General of Land Transportation of SK.687/AJ.206/DRJ/2002. The results of the movement analysis show that Sumbersari Village is an area with the highest potential for origin and destination movements. Based on the movement’s potential, we obtained a route plan with three corridors: Tawangalun Terminal—Jember Station, Arjasa Terminal—Jember Station, and Pakusari Terminal—Jember Station. According to the route plan, 27 fleet units are needed, with the highest number of departures in one day totaling 20 round trips. The results of the analysis of the route plan can be used to inform the Jember Regency government to make decisions on the implementation of BRT in the Jember urban area.
