The San Francisco Bay Area, despite its rich culture and technological innovation, is experiencing a significant housing crisis with a lack of space for traditional housing and the undeniable social costs of increased homelessness and displacement of minorities. Additionally, it is highly susceptible to flooding due to low elevations at the Bay Shore and anticipated sea level rise. Given these factors, floating housing communities rise as an opportunity to mitigate these issues. This paper presents a comprehensive approach to integrating a floating homes community within the San Francisco Bay Area’s urban development strategy. Hence, the aim is to create an innovative housing solution targeting local development needs, environmental considerations, and social equity. To achieve this, we proposed the BAFH method which involves six pillars: Expertise; Affordable Housing; Geographical Suitability; Community Integration and Social Impact; Sustainability and Ecological Impact; and Technology and Design. We discuss the application of this method, highlighting the selection of top sites like Treasure Island, which offer unique advantages for sustainable urban expansion. We expect that this can enhance the project’s feasibility and community acceptance. Furthermore, the paper explores how these six pillars can be generalized to other developments, enhancing urban resilience and adaptability.
