This chapter evaluates North Harbour in Copenhagen, a government-led mixed-use megaproject aimed to attract international companies and a knowledge economy workforce, while accommodating substantial residential and commercial growth near the city centre. Similar to its predecessor, Ørestad, this project utilizes value capture to finance a new metro line for the city. This MMP is characterized by a clear vision for urban form and character, drawing inspiration from local patterns and demonstrating a commitment to maintaining consistent statutory planning processes. In addition to funding the new metro line, public benefits include a somewhat delayed provision of 20–40 per cent affordable housing, as well as the creation of new waterfront open spaces and recreational facilities that are easily accessible to the broader city community. North Harbour exemplifies the principles of a compact, walkable, spatially diverse, and vibrant urban district.
