This chapter evaluates Hudson Yards in New York, a private sector-delivered mixed-use megaproject under government zoning regulations within a larger rezoned area known as the Hudson Yards District, which was planned to expand the city’s commercial core. This MMP operates within a standardized municipal rezoning process and incorporates entrepreneurial urban governance, wherein the City government assumes significant financial risk. Zoning regulations mandate that developers deliver public benefit outcomes, such as affordable housing, schools, and cultural facilities. Value capture mechanisms are used to finance a subway extension, trunk infrastructure, and public domain, delivered by government authorities established for these specific purposes.
