This chapter evaluates Ørestad in Copenhagen, a government-led mixed-use megaproject planned to transform the city from financial dependence on the state into a ‘growth engine’ for the country. Ørestad exemplifies a remarkable level of strategic coordination and commitment to redistributive welfare policies, alongside a new entrepreneurial governance approach. This includes several major infrastructure projects that connect the area to the city and region through new metro and regional train lines. Public benefits are generated through value capture from development proceeds, which fund the new metro lines, trunk infrastructure, and public domain in Ørestad, alongside 20 per cent affordable housing. Over a 30-year timeframe Ørestad has demonstrated various approaches to urban planning and design, including a functionalist transport perspective, a desire for spacious, light-filled neighbourhoods with buildings set in open space, and a more compact, finer-grained urban fabric characterized by clearly defined streets and public spaces that promote vibrant urban life.
