Sustainable transportation is crucial for achieving a sustainable society. Sustainable Development Goal 11 of the United Nations is to make cities and human settlements inclusive, safe, resilient, and sustainable, and one of its targets is for all people to have access to sustainable transportation systems. However, in Japan’s rural areas, there has been a trend of discontinuing public transportation services, causing many residents to be concerned about the decline of public transportation. Rural areas have diverse local characteristics, such as different population dynamics, lifestyle patterns, and geographical constraints, and these have considerable impacts on transportation services and render uniform design approaches ineffective. To develop sustainable transportation services, methods that consider these local characteristics are essential. This research proposes a locally oriented transportation service design method to identify locally specific issues and improvement strategies for transportation systems in rural areas by using a locally oriented service blueprint, which models a transportation service in relation to local characteristics. As a case study, the proposed method is applied to Ibaraki City in Osaka Prefecture, which faces issues in improving its existing transportation services.
