It is impossible to prevent disasters from happening. Enhancing coordination among responsible organisations is crucial to effectively carry out logistics operations aimed at minimising the suffering of the impacted population. Directive No. 20 provides a clear and detailed explanation of particular responsibilities and duties assigned to each organisation involved. Nevertheless, as the frequency of disasters increases, there has been an improvement in the cooperation across organisations, despite the lack of understanding. Hence, this study was conducted to examine the effective strategies employed and the valuable insights gained from two cases of flooding that took place in urban settings, specifically Kuala Lumpur, and in rural areas in Baling, Kedah. A total of 16 government officials and affected residents were interviewed. Thematic analysis was utilised to collect precise information pertaining to the logistics operations that took place in both locations. Both case studies have utilised a narrative structure. This study identified information and communication, collaboration and building confidence as crucial components for effectively managing logistics operations.
