Being the only big Islamic party that successfully managed to avoid fragmentation, PKS featured a number of characteristics and policies that can help explain this situation. In general, there is a quite strong and widespread belief among the party members and cadres in the importance of adherence to the party’s rules of the game. This chapter examines the implementation of procedural leadership in PKS by focusing on two major issues. The first is the extent of the party’s commitment to the rules of the game regarding the existence of the Majelis Syura (MS) as the highest decision-making body in the party. The second is the intensity in implementing deliberation (musyawarah) as a mechanism of decision-making process.
