The construction industry in New Zealand confronts challenges due to its diverse geography and harsh weather, leading to increased costs of residential buildings. To address this issue, a comprehensive investigation into the Whole-Life Cost (WLC) and Life cycle costing (LCC) framework is necessary. This research aims to identify gaps in the NZ framework by comparing it with the global WLC and LCC frameworks. The potential shortcomings in the WLC framework of NZ, identified through a comprehensive literature review and analysis of 18 other countries, have direct implications for professionals in the industry. The research emphasises the need to improve the WLC framework to address the challenges posed by seismicity and adverse weather in NZ residential buildings. By tailoring adaptations of the WLC framework to incorporate localised data on seismic risks and weather patterns, a significant improvement in WLC estimation accuracy is possible. Furthermore, our findings highlight the importance of adapting decision-making frameworks to local conditions for optimal project outcomes, with potential applications in similar contexts globally.
