Construction and Demolition Waste (CDW) represents over 30% of total waste globally, constituting the largest waste stream. This significant volume of waste, coupled with the linear economy's practices of continuous virgin resource extraction, poses severe environmental threats such as resource depletion, habitat destruction, and pressure on ecosystem. Circular Economy (CE) is an economic model designed to minimize waste and maximize resource efficiency. However, the adoption of CE remains slow in the construction industry, with stakeholder behaviour identified as a significant barrier. Despite its importance, past research lacks comprehensive reviews on this topic. This study addresses this gap by conducting a detailed review of existing literature on stakeholder behaviour in CDW management (CDWM). Twenty-six articles from 2014 to 2024 were meticulously selected from relevant databases, and the PRISMA methodology was employed for systematic review and content analysis. The findings reveal several key gaps: a lack of consideration of moral perspectives, insufficient focus on the design phase, a narrow emphasis on recycling over other CE principles, limited involvement of key stakeholders, and a lack of thorough investigation into the degree of behavioural change and the interventions influencing these changes. The contribution of this study is significant, as it highlights these gaps and provides a foundation for future in-depth research. Researchers and policymakers can use these insights to conduct detailed investigations, ultimately improving the adoption of CE in CDWM.
