This chapter focuses on civic organisations’ criticism of Seoul’s light railway transport plan and their exclusion from the knowledge politics surrounding the projected development. Using the snowball method, members from civic organisation were contacted and asked to participate in interviews. Interviewees explained that the confidentiality of development plans hindered their meaningful participation in negotiations with the city government to use public funds to improve existing mass transit systems rather build new large-scale development projects. As a strategic response, these groups chose to abstain from discussions, considering their long-term political opportunity structure. This case study illustrates non-participation as a deliberate communication strategy, revealing its potential to influence governance decisions without direct confrontation.
