Emergency Evacuation with Risk Assessment for Ferry Passengers
摘要
The ferry passengers routing constitutes an important decision of evacuation for the emergency process. Ferry passengers evacuation with the risk according to the climate risk. Its routes need to be warily planned to avoid potential hazards such as rough waters, adverse weather conditions, and to ensure the fastest, safest passage for those evacuating or being transported in an emergency situation. This paper presents a decision support system of ferry passengers for assessing alternative distribution routes in terms of travel time, climate risk, evacuation implications, Traffic management and navigation aids. While climate risk cannot be entirely eliminated, careful planning and regular monitoring can significantly reduce its impact on ferry operations and passenger safety. The ferry passengers dynamic characteristics model is used to describe the emergency evacuation. They are also the main factors contributing to the ferry evacuation time. The research emergency strategies for the ferry passengers emergency is organized in the Sea-Climate (Risk Assessment of Sea Climate) Risk Assessment behaviors strategy. The numerical evaluation results indicate that the proposed in the Sea-Climate (Risk Assessment of Sea Climate) strategy combining the risk assessment passenger behaviors according to the climate conditions.
