Under China's carbon peak and carbon neutrality targets CHN Energy Investment Group's railway is facing problems of insufficient coal supply, inadequate consideration of non coal freight transportation, and insufficient level of cleanliness and low-carbon. At the same time, significant policy requirements from the government, such as adjusting the transportation structure of “highway to railway”, reducing logistics costs for the whole society, and jointly building “The Belt and Road”, have also brought new opportunities for railway development. This paper proposes a railway transformation path of “grasping coal sources, seeking diversity, and reducing emissions”, established a railway coal transportation volume prediction model based on GA-BP neural network, and proposed a method of utilizing intelligent method to ensure transportation volume. Suggestions have been put forward to implement the new development concept of “innovation, coordination, green, openness, and sharing”, to assist CHN Energy Investment Group in planning and developing new railway layouts in advance.
