In 1994, Korea’s Special Education Law was revised to include learning disabilities as a criterion for special education eligibility. Although learning disabilities in Korea are defined similarly to those in the United States, their prevalence has remained very low, reaching 0.9% of all special education recipients in Korea in 2023 (Ministry of Education, 2023 Annual report on special education. MOE Special Education Policy Division, 2023). Conversely, the Korean government has made significant efforts to prevent learning underachievement through support within public education. This chapter aims to provide an overview of learning disabilities and learning underachievement in Korea. It covers key aspects such as a brief history and definitions, prevalence rates, diagnostic and assessment methods of learning disabilities, and educational laws, policies, and current practices addressing learning underachievement. It reviews previous research findings on effective intervention strategies in Korea. Furthermore, the chapter proposes innovative directions for the future, including a summary and challenges of current educational policies in Korea.
