In this chapter, we summarise the extent to which KRI’s health system governance deviates from the benchmarks of best practices. We draw attention to the broad lessons that can be learnt from the identified weaknesses, particularly with respect to strategic policy direction, rule enforcement, and healthcare quality enhancement. We argue that reforms to governance could meaningfully ameliorate these weaknesses and result in improved healthcare quality. One of these is to develop proper health professional regulation, a task which takes on added importance because of the limitations of the legal system in KRI as a tool for supporting healthcare quality. We develop a roadmap for the formation of a Health Care Regulatory Authority (HCRA) which we propose would consist of a number of sub-bodies, including a Regulatory Board, Medical Council, Audit and Risk Assessment Committee, Health and Social Care Board, Training and Education Board, and Liaison and International Board.
