Post-COVID-19 Public Administration and Civil Service Development: Select Country Cases from the Caucasus and Central Asia
摘要
Central Asia and Caucasus countries found themselves in a new and altered reality in the aftermath of the COVID-19 pandemic. This chapter explores the effects of recent legislative and institutional changes introduced on public administration. It focuses on their influence on such crucial aspects as policymaking, policy implementation, citizen engagement, legal environment, and the management of governmental entities. The chapters address such questions as what kind of innovative public administration strategies, methods, and tools were implemented by governments. How new digital technologies and tools (AI, blockchain, big data) impact public service (the delivery of public service, business process, work arrangements, and corporate culture). And what skills and competencies public administrators of the 21st Century should possess to carry out their functions effectively.
