Design and Implementation of a 20 ps High-Resolution Time Interval Counter for NavIC Timing Facility

Navigation with the Indian Constellation (NavIC), erstwhile known as the Indian Regional Navigation Satellite System (IRNSS), is a regional navigation system developed by the Indian Space Research Organization (ISRO) to provide autonomous Position, Navigation and Timing (PNT) services over India and its surrounding regions. A critical component of the ground segment of any navigation satellite system, including NavIC, is the Precise Timing Facility (PTF). Accurate time interval measurements between pulses are crucial for calibration and offset measurements within the PTF of NavIC. This paper presents the design and implementation of an in-house developed precise multi-channel time interval measurement system. It covers the system engineering aspects, including requirement specifications, exploration of various measurement methods, system design, development challenges, and validation of the developed solution. The proposed time interval measurement system utilizes a time-to-digital converter (TDC) architecture capable of achieving high precision across multiple measurement channels simultaneously. The architecture is based on the integration of a coarse counter and a fine counter, offering a robust solution for precise time interval measurements critical for navigation applications.
