The Indonesian National Work Competency Standard (SKKNI) document in the field of tourism guidance is currently made based on the guide’s workplace such as caves, mountains, and special interests. In the document, there are no performance criteria that discuss the competence of tour guides for tourists with special needs (disabilities). This study aims to identify the need for developing the competence of tour guides in serving tourists with disabilities. The research approach used is descriptive qualitative. Data collection was conducted through interviews and observations to several disability institutions. Research is limited to deaf people. The results found that deaf tourists need tour guides who understand sign language. The basic sign language that a tour guide needs to master includes letters and numbers, names of objects such as modes of transportation, greetings, expressions of thanks, apologies, and how to introduce oneself. Another interesting finding is that sign language can be used not only by deaf travelers but also by travelers who speak different languages.
