After COVID-19, Indonesia learned and decided to reorganize its tourism orientation to be more quality. Yet, quality tourism is often simplified solely to increase the length of stay and tourists’ spending. Consequently, problems from water overuse, excessive waste, and over-tourism to natural resource overconsumption persist. This situation highlights the importance of developing a conceptual framework for quality tourism in Indonesia, based on principles of sustainable development, that goes beyond a mere focus on numbers. This research provides a new perspective on reconstructing excessive tourist consumption as part of a quality tourism concept that considers balance and sustainability. Aspects of preferences, cultural, environmental awareness, and travel experiences will be practical discussions raised through the basic concepts of balance and sustainability. Through a literature review, website, and analysis official tourism documents, this research will produce a new idea as an antithesis to implementing consumptive balance as one of the elements that must be considered to realize quality tourism in Indonesia.
