The Minning Town in Yongning County, Ningxia Hui Autonomous Region, is a model of east-west collaboration, embodying the Minning Model, an exemplary initiative in which Fujian and Ningxia provinces practice the principle of wealthier regions aiding less developed ones. Based on panel data from multiple counties, including Yongning County in Ningxia and Jidong County in Heilongjiang, spanning 1990 to 2022, this study constructs an index evaluation system for common prosperity using the entropy weight method. The recently developed synthetic control method from project evaluation is employed to assess the impact and policy effects of the Minning Model on common prosperity, thereby offering a new perspective on the role of east-west collaborative policies in promoting regional prosperity. The findings indicate that the common prosperity index for Yongning County has shown a continuous upward trend from 1990 to 2022, with the establishment and ongoing refinement of the Minning Model contributing significantly to promoting common prosperity in previously impoverished areas. Therefore, the government should actively assume a leading role in advancing east-west cooperation, emphasize the role of industrial poverty alleviation in driving economic development, and establish a bidirectional interactive cooperation mechanism.
