Sustainable and inclusive urbanisation is a critical factor in order to achieve SDG goals. Goal 11 is specifically concerned with Sustainable Cities and Communities. In this respect, urban policies and programmes are very important to achieve this goal. This chapter makes a distinction between urban development policies which are focused on cities and their problems, and urbanisation policy which addresses the economic, social and environmental links between urban and rural areas by strengthening national and regional development planning. The purpose of urbanisation policy is to reduce the rural and urban divide and act as a vehicle for rural development. Urban development policies and programmes have a distinct bias towards towns and cities. Although, there are some programmes launched under Rurban Mission that fall under the urbanisation policy, its architecture and funding have very limited impact on the life of people in the countryside.
