Employment Policy in Qatar

Qatar is an oil-rich country among the wealthiest countries globally, with the highest GDP per capita. In its efforts to diversify its economy, there has been a greater focus on attracting the best talent to work in the country and ensuring that Qatari employees are equipped and empowered to work in the various industries in the private sector. To achieve this, there have been various labor reforms for expatriates and Qatarization reforms for locals to attract and retain them in these companies. This paper looks at the historical development of labor laws and strategies and the leading players affecting the decision-making and implementation of these policies. Moreover, this paper discusses the evaluation mechanisms used in Qatar’s employment sector, such as measuring employee turnover (for Qatari and non-Qatari), the promotion rate of Qatarization, and using quantitative measures to track employee progress and measure improvements. This chapter highlights the role of the Ministry of Administrative Development, Labor, and Social Affairs in auditing and tracking progress in companies to ensure the success of policies.
