Qatar’s plan to transition from an oil-based to a knowledge-based economy presents a challenge that requires significant human capital. Its higher education sector plays a crucial role in this effort, considering that the industry is needed to supply a high-skilled and competent workforce. However, despite recognizing this vital role and the abundance of resources already invested in higher education, Qatar still experiences challenges in aligning graduate skills and competencies with the nationally set priorities. In light of this, this study explores higher education, evaluate their relevance and effectiveness and suggest solutions to align higher education with national targets. An in-depth policy analysis of existing initiatives promoted by the Ministry of Education helps better understand what works best and what still needs to be changed to set up Qatari universities for success.
