During the years when the totalitarian regime was established in the Mongolian People’s Republic and Kh. Choibalsan held the power of the party and the state, he paid little attention to the realization of the people's production collective and the interest of the herders in raising livestock. The cooperative policy (including collectives) was carried out for almost 30 years, each time with its own historical characteristics and tone.
