This chapter examines the legal impact of the 1988 Morris Worm incident on the development of global internet governance. As the first large-scale internet attack, the Morris Worm exposed critical vulnerabilities in the nascent internet infrastructure, catalyzing new bureaucratic and legal institutions. The chapter traces the historical roots of computing, the militarization of technology during the Cold War, and the rise of cybercrime, highlighting how security concerns shaped the internet’s evolution. Through the lens of biological metaphors and institutional responses, it explores how the incident institutionalized cybersecurity frameworks, influencing global internet policies and the perception of the internet as both a vulnerable infrastructure and a tool for state control.
